2 pictures explain all the words. This is regardless of the browser I use. Anyone know a fix to this?

That reminds me a saying in Estonian: "Nokk kinni, saba lahti. Nokk lahti, saba kinni," which in translation is: "Beak stuck, tail loose. Beak loose, tail stuck."
"From pillar to post" is the saying in English, I think.
Meaning that when a bird gets it's tail stuck on oily surface then to loosen it it has to bend down and when it does that it's beak gets stuck instead.. endless effort.
Sorry, I know it's not your fault personally, but getting annoying bugs fixed in JIRA seems impossible.
You might as well let this task loose.

I agree with you that this problem does not have enough votes (and probably it will not have) to be solved in the old JIRA View, however, it is already fixed in the New Issue View of JIRA:
That been said, I understand the New Issue View might not have all the functionalities of the old view, but our developers are working hard to make it even more complete by implementing new functionalities every single month.
Also, the tracking for bugs and suggestions in the New Issue View is one of the most prioritized with our Dev teams, so I believe they will soon implement any functionalities you're still missing on it if you have any.
To turn on the new issue view, you can click in your profile picture > Personal Settings > Turn on the New issue View

In fact, we have already reported a suggestion to fix this problem with our development team:
- Style Drop Down List in Comment is Partially Shown
Please, vote and watch this suggestion to increase its priority and also receive any notifications about its progress.
For now, you can change the zoom of your browser to properly display the entire drop-down as a temporary workaround.
