Changing the User Default Settings (Default User Preferences)

When we change "User Default Settings" afterthought, affect existing user or affect only new users?

How can we change the new default to all user ?

What impact has the button "Apply". Change all Settings or only the "Default outgoing email format" ?

We use the User Directories therefore we don't create a user. Do you now how does the system work?

It only applies to users created after the settings are changed. I don't know of a way to change existing users in bulk. Maybe a script using the API.
