How can I change the access to the Jira Service Manager portal with username and password, but the user does not have the email address?

Based on my knowledge, you can't. customer account based on email addresses.

I think I expressed myself badly. What I need is to be able to log in with user (data - name) and password. Is this possible?

No, but you can use SSO for your Jira.
