Why is it that on other company-managed projects, I can see the "Create Board" button whenever I hover on the left side pane. However, in some other company managed projects, I do not see that left side pane at all with the core board and "Create Board" button? All I see is another list of company-managed projects.

There are different types of Company Managed projects:
In you site you may have subscribed to Jira Software, which gives you the functionality of both the Software and Work Management products, and thus two types of projects.
For Business/Work Management projects only one board is allowed for the project. Also, the functional options for that type of project display horizontally across the top of the screen rather than in the side bar.

This is a company-managed project that has been created by another person in the past. Is it possible to change its type from Business > Software project type to create boards and achieve its goals moving forward?

It is not possible to change the type of a project. You would need to create a new, empty Software type project and use the Move Issue function (which can be used through the Bulk Change feature) to move the issues from the Business project to the Software project.

Note there are features of a Business project that are not available in a Software project, such as Calendar, Timeline, and the List view. Are you sure you want to lose those features?
If all you need is a different board view that is more configurable, you can create additional boards that reference the Business project. You just won't see them as a list of boards like you do for Software projects. But you could add links to the additional boards under the Shortcuts option.
