One of our users are running into an issue where she cannot assign a ticket to her own team member. It's peculiar because she can assign tickets to all other members on her team, just not this one certain person. The error we get when we try is the below.
What settings could we check out to diagnose this? It's confirmed that this particular person is in the same team as the person who's doing the assigning.

What type of project does this concern? Get that information by clicking on the ... button next to the project name in the panel on the left.
A user must have the Assignable User permission in the project permissions in order to have a ticket assigned to them. That is separate from the Assign Issue permission which gives a user the ability to set the Assignee field.
Check the permissions for the project. Find the Assignable User permission. Confirm that the specific user belongs to a group or role that is granted that permission.
Jira Administrators can use the Permission Helper to get more information about why a user doesn't have a specific permission related to a specific issue.
I see you have added JSM tags to your post. For JSM the user must also be a member of the Service Desk Team role in that project, and must have a JSM Agent License allocated to them.
