Can't see custom field options

I created a custom field, User Picker, which lets you choose a user from the user base via a popup picker window.

Unfortunately, when the screen pops up, there's a little lock next to the User field. Clicking on the box does not show any of the users.

What did I miss when creating my Custom field?

Global Permission's Browse User needed to include a group(s).
