Can groups and permissions be created and/or modified?

is it possible to create a group(s)/Permission, or are group(s)/permissions already available, to:

1. only create issues
2. review issues and assign people to work on them
3. only generate reports

Yes.

Look at the permission scheme for the project(s), you need to adjust those so that the right roles have "create", "browse and assign" and just "browse" (for the people generating reports - they need to be able to see the issues to report on them)
