If you are willing to consider using a third party app to help you find those attachments you might consider the two apps mentioned in this post from 2023.

Neither could fully meet the requirement at that time, but they may have added capabilities since then.
To solve this with an Automation rule would require you to use the Send Web Request action to retrieve information about the attachments on each issue using the REST API, parse the data, and then use additional Send Web Request actions to delete each attachment that met your criteria.
You would need to use the Get Issue API endpoint to get the issue data including all the attachments on the issue. The data for each attachment includes its size. You would have to parse the response to identify the attachments that meet your size criteria.
You could then use the Delete Attachment API endpoint to delete each attachment one by one.

That KB, like the original post the author referenced, appear to be for deleting attachments based on the filename, while the post author asked about deleting attachments based on the file size. Or did I miss something?
