I have an issue type that will have a CSV attachment with, for example, 5 rows and 20 lines of information.
Here is my problem:
Can I automatically create 20 subtasks (one for each line) for one user and fill 5 fields (from each row) of the subtasks from my CSV file?
The fields will be simple text fields.

Yes, that is possible with a non-trivial automation rule.
The rule would call the REST API functions to load the attachment data, iterate over it, and create the subtasks.

Although I would recommend using CSV import instead for this scenario rather than an automation rule.
