Assignee field not consistent and not functioning correctly

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

When I am in an issue and click create issue, the Assignee field looks like this and does not function correctly...

when I am in dashboard and click create issue, the assignee field looks like this and works...

need to figure this out ASAP. In Chrome Windows. Haven't tested other browsers.

 

EDIT: (won't let me comment)

it's just a normal dropdown so has no way to type into it to search for a user and all the users don't appear so I have no way to select the appropriate one.

sorry, should have stated all this.

 

@Joe Pitt - it won't let me comment to u so have to edit.

then they shouldn't show up or let me select in the working assignee field, but they do.

EDIT: (since i can't answer my own question)

Only users with permission to be assigned will appear. That is controlled in the permission scheme.
