We have the cloud solution with Confluence, Jira Software and Jira Service Desk. When I want to assign Jira Software to an user, he automatically assigns Jira Service Desk. It seems that they are linked.
Some of my users only need access to Jira software

Go to Settings->Applications->Application Access
You will see groups there, which are defined for each application. If you want to give a separate access to users, then make sure, that there are groups, which do not have application access to both applications. Then add a user to the group, which is needed. In this case the user will get only one application license.
