Adding issues brings up unrelated project and no way to select proper project

This seems to be a new behavior that makes no sense whatsoever. When I click on the (+) to add an issue for a selected project, the popup has ANOTHER project as the destination for the issue. In the dropdown, the current project is NOT there.

 

I even created a brand new project and it is doing the exact same thing.

Hi @Mitchell Kahn, I'm not sure if I'm correctly understanding your question.

When you click the "+" in Jira Cloud, to create a new issue, Jira remembers and selects the last project you created in.  What ever project's issues you were just viewing doesn't factor into the creation action.

Further, only the projects you have "Create" permissions for will appear in the "Project" drop down list.
