I Have created a issue where i just need the one of the users to have access to the issue.
IE: He should be able to access the ticket i have created ( not any other tickets)
and i Dont want the user to use any other tickets or projects.
any work around ??

To restrict a user to see tickets you have two options, you can use Issue security or use a custom field to give permission.
