In that case, looks like the Filter is not actually created. Do it again, save the filter and then make sure you can see it in All Filters before creating the Board.

What do you make of the fact that the filter appears to be showing up here, in the board? Or are there more than one kind of filter, both in and outside of boards that I am conflating?

There are different kinds of filters. That one is more of what is know as a Quick filter. It's a filter that only works on the board, on top of the underlying board filter.
