Based on a response to this related question, there is no way to filter issues on a Kanban Next-Gen project (with backlog enabled).
Unfortunately, no. In order for this to work, that next-gen project will need to have the Sprints feature enabled in it. Only then will those issues gain this sprint field which you can then use to lookup such values in JQL.
Has this answer changed or are there any plans to implement this?
I imagine there is something that stores whether the issues is on the board or not, please let us query for it!

There are several open suggestions I found to add that capability to distiguish backlog and board for Next-Gen projects. You may watch/vote for them.
