Create issues and comments and users from email in a Team-managed project

Afternoon, 

I have a team managed project which i would like to have issues created when an email is sent to the mail handlers inbox. 

I would also like to have it setup a new user account if the users email is not found in Jira, this is currently not working for me, even when Create Users is set to True under the Mail handlers setup. When i do a test i get the below error 

This is all under JWM and Team managed projects. Is there a way i can get this to work.

Looks like what i am trying to do is a bug in Jira that has not been resolved yet https://jira.atlassian.com/browse/JRACLOUD-66694
