Can you integrate JIRA to a CRM application? it is kind of nice to be able to track ticket history against a customer record and billing/subscription details?

Is there a particular CRM that you would like to link to?
You might be interested in Atlas CRM, which does not connect to an external CRM system, but instead adds CRM functionality to JIRA Cloud itself. You can find more information here: https://marketplace.atlassian.com/1213313

Yes, there are ways to do this. Look for add-ons that match your CRM in http://marketplace.atlassian.com to start with.
