What do you need to configure to have anonymous users see application tabs?

The initial screen for anonymous users seems to be the JIRA dashboard, but without any application/global tabs. Once the user selects an issue or a project or just logs in, the application tabs appear correctly. Is there some configuration option I am missing? It is even more important to have the application tabs for new users than returning users, yet they just see the dashboard.

Perhaps there is a way to configure the initial landing point to be a wiki page or another application tab instead?

Many of the tabs are project related, so you need to give anonymous users "browse" for the project(s) you want them to see. That will, of course, open up browse for everyone, but it should sort the problem.

For OnDemand, I'd like the option to take anonymous users to a wiki page, but I'm not famliar with it (I mean, the function might be there already and I don't know)

I have a set of global tabs as well as project specific. Anonymous users can browse all projects, so that isn't the problem.
