[SOLVED] - Decide who can create an issue type

I would like to know if it's possible (and how) to allow create an issue type only for a project role users, with the permission "create issues" on permission shceme we are refering to all issue types of the project that are assigned to this scheme, I would like decide which issue types can create every role.

Jira doesn't do this. Create permissions are done by project, not issue-type

There are some basic workarounds - you can use javascript or the behaviours plugin to chop down the issues available list (easily bypassed of course, and ignored by REST and other processes), and there's an absolute block trick (you put a field the users can't write to on the create screen for certain issue types), but that's confusing because it lets them start creation before blocking them.
