Prioritizing permissions

I wonder if tehre is a way to limit what users that can prioritize issues in the To Do lane. We want to limit this to only the product owers. Giving the developers only the option to pick the task that is on top in the To DO lane. If this is not possible, are there any other way on solving this?

You could prevent users from drging issues up and down by removing the "Scheule Issues" permission. Though, this also results in not beeing able to pick a due date on usual issues for those users.

Anyway, this is the only way.

are you speaking of GreenHopper and the Board? Or are you talking usage of the "priorities field in JIRA? Or something completely different maybe?
