I can't remove users and would like to replace an old user with a new one.

We would like to remove a user but can't because they have associated content. The suggestion you gave is to disable them, however, disabling them does not give you the ability to substitute that user with a new one. How can I force the removal?

My real issue is that we've met our quota of users partly because we have users that are no longer with the company. We would like to use their spot for new employees.

I am using Jira online, am an administrator, but do not see the option to disable (can delete, if the user weren't linked to issues) a user. Have removed the user from all groups, but it still shows the user count as incremented. Please advise.

You can't remove the user, as you said.

But you can remove the user from all groups. Effectively this will make the user like inactive.Other users won't be able to assign issues to this user.
