Atlassian support solved this problem, here:

Hi Thom,

From what I could see in your Global Permissions, no groups have been granted the Create Shared Objects permission:

https://mydomain.jira.com/secure/admin/GlobalPermissions!default.jspa

You need to grant this permission to at least one group to be able to create boards.

Could you please give it a try and let us know how it goes?

Thank you!

Kind Regards,

You may check your permissions for this project. Perhaps it uses modifiedpermission scheme which won't allowyou to create shared objects. You also good run permissions helper from admin menu to easily find out your rights on your project

I own the account, I have to give myself permissions somewhere? All I'm seeing is greenhopper classic permission settings, where are the new, non classic permissions set?
