Can I add column blocked in scrum board

You can have whatever columns you feel you need in a scrum board. Just add one called "blocked" and put at least one blocked type status in it.

Is it possible to do that even if you do not use the simplified workflow?

Yes, but you will need to have a status in your non-simplified workflow to put into the column

If you are using a Simplified workflow, you can add a status and column right from the Board.  If it's a "JIRA" workflow (not simplified,) you will need to update the workflow to include that status, add the column to the board and map the Blocked status.
