"Labels" field filling when creating an issue.

Hey, guys :)

When creating a new issue in Jira there is the "Labels" field, which says:"Begin typing to find and create labels or press down to select a suggested label." The question is, is it possible to manually add labels to that suggested label list (when pressing down as it says)?

The label has to be present in another issue to appear in the list, so you create a dummy issue and assign the labels there.
