jira behaviour read only not working when field required validator failed

During create issue dialog, leave blank required field (set using workflow validator required field), then click on create. 
Create issue screen will refresh and all the read only field will be enable and user can change that field value.

I am using script runner (adaptavist) 3.1.4 in JIRA version 6.3.15

Does that mean that when you click create, the screen refreshes to the same create screen?  As though you had failed a validation and need to go back and fill in a field correctly?  Or do you mean it drops you into the issue view (where the user can incorrectly change the field by clicking on it)?
