What do you mean approved? It is verified by Atlassian and fully supported in either Cloud or on premises versions. But the actual approval to install it is something you should have from your Jira administrator or application stakeholders.

Apart from the good information that Yevgen already provided you probably refer to some Marketplace programs that aim to quality such as

• Security Self-Assessment Program
• Security Bug Bounty Program
• Cloud Security Program

Vendors that participate in those programs can show they take responsibility for their Apps.
Adaptavist (the maker of ScriptRunner) is a very experienced vendor. ScriptRunner has been around for over a decade.
