Using jira, i guess it would be possible to host a forum :
- each ticket is a user question and it coul be possible answer it inside the comment of the ticket.
- when the question is answered, the status of the ticket can be closed.
Are they specific jira plugin that could be used to have a real forum ?
or maybe using confluence ?
for instance, this forum is maybe done using atlassian tools ?

You could look at the 3rd party app Communities for Jira, this as you are running on DC.

what if user ask questions using a jira ticket ? and then I can close the status of the ticket when a correct answer is added.
the different answer could be written in the discussion part of the ticket.
I can create a workflow with "open, in progresss, close" status and it could help me to detect question that still need answer.
