Is there a default way to track customer portal usage statistics? Such as basic how many users have submitted tickets through the customer portal?

Yes, it's not documented very well yet.

You can use the advanced search(it's not in basic yet) to check the following:

request-channel-type = portal

You can then break it down even further too.  At that point, you can probably kick it out to excel to check distinct values.  Check the following ticket:  JSD-1583

Unfortunately, it's difficult to graph on these since they're not available in the basic search or the custom fields when generating a graph.  I'm sure this will come along in the near future.
