You can share the dashboard to anyone on the web by adding Public in the setting:

Save the settings and now anyone on the internet can see the dashboard without logging in.

Additionally, please know that there are apps in the Atlassian Marketplace that can extend sharing functionalities.

Dashboard Hub for Jira - Custom Charts & Share Reports is an app that my company develops and that allows public links to be protected with a password for increased security.
