You can share the dashboard to anyone on the web by adding Public in the setting:

Save the settings and now anyone on the internet can see the dashboard without logging in.

Dashboard Hub for Jira - Custom Charts & Share Reports is an app that my company develops and that allows public links to be protected with a password for increased security.
