how to see how productive team members have been

I would like to view how productive each team member has been over a period of time, how is this best achieved. This will encompassed all work (Kanban and scrum). Currently Scrum tickets have points and Kanban does not.

We need to also consider that each ticket may have had multiple assignees as it flows to test, testing,...

Have the team and its leader considered using observation, discussion, and existing practices to do this?

For example, agile teams typically have some forms of planning, daily standup, and retrospective.  And so everyone should know forecasts and progress of work, and feel empowered to speak up if they observe challenges to team dynamics, productivity, and working methods.  Similarly, leaders engaged with their team and regularly meeting individually with team members will have a shared understanding of expectations, goals, and progress on those...and what actions are needed to improve.

Time in Status Reports 

The time with Assignee report can help you with the requirement. With this report you will be able to calculate how much time each assignee of the issue is taking to turnaround the issues. There are multiple other reports in the app which will help measure productivity.

I'm with @Bill Sheboy to use qualitative insights over quantitative number crunching.

I believe one should be very careful with something like "tracking who closed a ticket to attribute story points" or "who spend which amount of time on what ticket". That doesn't reward people who can solve problems fast and doesn't account for pair programming and team collaboration.

You can view how productive each team member has been over a period of time, with Assignee time report in Time in Status

How it works:

And multiple assignees we have 
User Groups 

For this you need to

  • add user group
  • write down a name to your custom column
  • add necessary users to a group.

 As a result, you'll get one column with summed data from your previously selected columns.

For Scrum team we are also offering Sprint Report feature. With the Workload section you can check whether the work is proportionally distributed in the team.

In order to measure and understand your team members productivity, I can recommend Timepiece (formerly Time in Status) ,the oldest and leading "Time in Status" app in Atlassian Marketplace which is developed by my team at OBSS, has a report type that will meet your need.  Our app is available for both Jira Cloud, and Data Center. 

Timepiece mainly allows you to see how much time each issue spent on each status and on each assignee

Timepiece offers two report types for your case:

The first one is Assignee Duration or Assignee Duration per Status reports  which shows how much time each assignee spent on each Status. These reports show a list of issues by default so you can see the metric values for each issue separately. Please refer to the screenshots below.

As an alternative approach, Timepiece also has Duration Between Statuses report type which shows the duration between two specific statuses. This report type also allows the user to exclude the times for "pause" statuses. You can combine the time for multiple statuses to get metrics like Issue Age, Cycle Time, Lead Time, Resolution Time etc.

For example, in the screenshots below, the Duration Between Status report shows the total monthly response and resolution times for each assignee in a project.
