how can i create a new user and asing an issue on the new issue screen?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

I created a new user under the user management option, this user is within de Users group and Users project role.

When I'm trying to create a new issue the responsible field don't let me add the user I've created, he don't appears on the user list to asign the Issue.

So, how can I make this user able to be asigned as responsible of an Issue? what is missing on the configuration?

The user should have assignable project permission: https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions

Either add the user to a group used there (mostly jira-developers group or Developers role in the project) or modify your project's permission scheme to include users.
