dose not working 'create a new sprint' function button

Hi i have a problem my project

i have athentication for 

I am the 'Administarator' of the project.

and this project set the authority for manage of Sprint to 'Administarator' role

but i can't create a new sprint 

this button can't clicked 

why not ?! i'am so sad
