comment function for particular role

Hi,

   Is there any option to provide restriction for the comments.

I tried to check the system configuration we have option of 

groups and project roles and project roles,this could not help.

How to achieve that certain group of users can only view it. Tried to create a new group but that group not visible in comments section.
