if you have APIGW in between JIRA and your API request client -- here on APIGW you can Rate Limit the API count.
and also
in JIRA Datacenter there is a Rate Limit -- here you can configure default API Rate Limit for all users or you can Rate Limit for specific user in Exemption configuration as below
