can i add a new project to an existing board?

I have a single board with multiple projects on it...however, if I want to make a new project, am I able to add it to the existing board? 

For example: 

• Current board is: Development 
• Current board has projects: A, B, C
• I would like to add project "D" to Development

A board is a view of a set of issues, and is effectively built off a filter, which you can easily change.

Create your project, then go to the board and look at the general configuration, where you'll see the board filter.  I'd expect it, from what you've said, to say something like "project in (A, B, C) order by rank".  Just change that clause to include project D.

This doesn't work, It will only allow me to edit the filter not save it to the board.

You don't "save a filter to the board", you just change the filter.
