I am trying to save a workflow to a new project. The workflow will not save. I have tried the troubleshooting tips from some of the other posts but haven't been able to find the same problem. I have opened my browser developer tools (Google Chrome) and my error is a "400 Bad Request". The screenshot is below. Any help you can provide would be appreciated. I have checked all my elements and there are no duplicates.
Thanks,
Jim
Hi,
seems you’ve got into a bug here.
best way is to copy the workflow and make changes there to the copy and reassign the new workflow with changes to the existing workflow scheme/project.
How exactly do I copy this workflow? I just created it for a new project. I am trying to save it. I just added or changed all the statuses and transitions. Is there a way to copy what I have now and paste into another workflow?

Copy workflow would be done by jira admin, what you have now can't be exported to something else as XML or workflow file. But seems you're on a team managed projects.
You may try something as answer mentioned in the https://community.atlassian.com/t5/Jira-Service-Management/quot-We-couldn-t-save-your-changes-quot-when-saving-workflow-in/qaq-p/1341509
