Why is the permission for story upload a global permission. Should be project level.

The JIRA admin group is limited to only those that are truly administering JIRA. The permission to upload stories is something that happens on projects quite frequently and is not just a 1 time thing.

Because it's possible to make a right old mess with the importers.  I'd argue that uploading stories "frequently" points at a broken process - your users should be entering them directly, not doing it in some other system and then moving them.
