Why can't I always see the Workflow on some issues?

Some of my users are wondering why on some issues they don't have the link to view the underlying workflow diagram.

Are you referring to the link to the Read-Only version of the workflow on the issue itself, or the link in the administration section?

If you are referring to the read-only version, then that is decided by the "View Read-Only Workflow" permission in that project's permission scheme. You'll need grant them that permission.
