Why I could not see the Backlog and Spint Creation page, when I created team and Managing the Team?

Welcome to the Atlassian community.
You said your project is Team Managed, but is it also Software or is it Business/Work Management or Service?
If it is Software they you can turn on the Sprints and Backlog option by going to Project Settings > Features. In that screen turn on the Sprints feature (1) and the Backlog feature will turn on automatically.
If you don't see those options, then you may have created a Business/Work Management or Service project instead of a Software project. The project Type will be shown on the View all projects page under the Projects menu.
