What's the difference between "blocked" and "has to be done after"?

I'm a little bit confused by two options when linking issues - "blocked" and "has to be done after". How to use them correctly? 

For example, I have an issue, which cannot be completed while another issue not finished. What should I use "blocked" or "has to be done after"?

That's actually up to you.

The links are configurable and you can name links however you want.  "Has to be done after" is a name one of your adminstrators has added, so I'd suggest you ask them or your colleauges how they intend it to be used.
