Where are you seeing that you are an "Administrator"? What screen are you viewing?
Creation of Company Managed projects requires that you have the Administer Jira global permission. If you have that level of permission, then when you click on the gear icon near your avatar you will see an option for Jira Settings System
If you are a licensed user of Jira then you have sufficient permissions to create a board.
What steps are to taking to try to create a project, or a board, and what happens when you try to execute those steps?
