What is the rate limit for rest api using connect-apps?

We are getting 429 error on making rest API (/rest/api/3/field)

is rate limit based tenant level or app level(connect-apps)?

we are not getting any rate limit response in headers? 

What should we need to do on this case?

@Brant Schroeder Thanks for reply. still i'm not able to get whether is it tenant level or app level rate limit?

5 tenants installed in my connect app and i'm making rest api calls from server using JWT token. so rate limit will be tenant level or app level?(need to consider rest api calls per tenant or all will be counted to app rate limit?)

As per the post above there is not really a rate limit.  If you are doing things that cause excessive use then you get the error you are receiving.  I would expect that to be across all you areas and not a specific application but I do not know that for sure.  A good way for you to know is if you are getting the error in one application are you getting it in another?
