You need to have below things in place to change the request type from an issue.
1) Make sure you have 'Edit Issue' project permission.
2) Make sure 'Request Type' field is added to the screen which is being used for 'Edit issue' operation in the project. You can check this from Project settings > Screens and click on the screen setup for 'Edit issue' operation for the given issue type.
Please note that you will be able to change the request type if the underlying 'Issue Type' is same between the request types.
e.g. Lets say, 'Task' issue type linked to 'Technical Support' and 'General questions' request types. And 'Bug' issue type is linked to only 'Report a bug' request type.
You will be able to change 'Technical Support' to 'General questions' or vice versa. But, you won't be able to change 'Report a bug' to any other request type as the underlying issue type is not same.
