What is the difference between issue list and backlogs?

There are 197 issues in backlog page while 248 in the issue list and sprint board page. Shouldn't they be the same? If not what's the difference

The issue lists are all searches for issues that match certain criteria, but those criteria are very transparent.  Project = X will show you every issue in project X.  Status = held will show you all issues in the held status.  Resolution is empty or Resolution = unresolved will show you all unresolved issues.

Technically, the backlog is also a list that matches criteria, but there are some additional quirks on top of that.  The search it is using is the board filter (so the "Project = X" as the most obvious and common one), but it then removes issues that are not sprint items (as in there is no point displaying them in a backlog because you will never plan to put them into a sprint).  Non sprint items are sub-tasks and issues that match the board filter, but are "done" (would be in the last column of the board if you put them on the board)
