There is no "best" on that list.  The best one for you depends on what you want from it.  How does your organisation want to do it?

Use Atlassian crowd if you want to have a centralized user management. I think in terms of administration, it makes controlling user access much easier and hassle free and it integrates perfectly with Atlassian products.
