We have a customer that would like view only access to a project but we do not want to utilize a license seat. We attempted to use the JIRA macro in Confluence but the users cannot see the status of tasks because they do not have access to the project. Any suggestions?
Grant "anonymous" access to the project (add "group: anyone") to the "browse project" permission. It's the only way to expose JIRA issues to someone without a login.
It does, of course, expose it to anyone who can reach your JIRA system.

You could use the REST API to get the details of an issue (it'll need to be anonymously accessible, or you'll need to have a token for your script/application to do the read with)

If you don't mind using the app for this goal, I can suggest one. It takes you 1 minute to set up a customer portal from any Jira Cloud project and let your customers (or teammates who don't need access to Jira) feed requests into it and see what the team is working on. The app works as a 'Jira mirror' but with a simpler interface and cleaner overall experience.
And it's definitely cheaper than having Jira licenses or Jira Service Management. You can calculate the price on the marketplace for your company. Marketplace apps are billed for the number of users in your Jira instance. I hope it helps you.
