I have been using Jira for years and have used it for small and large project, program and portfolio work. A lot of how you do the management of each and break it down will depend on your methodologies and processes. Jira can be tailored to support this. As far as monitoring and measuring EV that will depend again on your methodology and what you have defined as EV. There are some things that you can track in Jira and others you will struggle to. What are you hoping to monitor as EV?
