Using REST API without taking up one user license?

I would like to use the REST API without taking up one user license.

We are a team of exactly 3 people and we need to have some issues created from another machine. The REST API works finde but if I have to use one of the 3 users we had to include the password unencrypted which is something I would rather not do.

You need a licence in order to use the system, doesn't matter if the process is REST or via the UI.
