User cannot see issues assigned to him by the project administrator

I have assigned a certain user several issues in a project and can see those assignments when I login.  The user is not able to see this project or the issues and the status page after login says you have no issues assigned to you, have a nice day.   The user is in LDAP.  I've checked the user and he is set up with the same permissions and many other JIRA users.  What am I missing?

Check the user matches the rules in the permission scheme. 

As an admin, go to the project, look for the permission scheme and descend into it.  What exactly does it say for "browse project"?  (It'll be something like Role: Users, Role: developers, probably, but you do need to check).  Then, look at the user - you'll find their account does not match that permission rule
