User Properties in Issue Navigator

We have a number of propeties stored for each user (manager, office, region, department) and we would like to be able to expose this to our reports... so we can report on all of the issues that have been entered where the reporter was in a particular region. Is there a way to expose User Properties like this? Even if I could not use it in the query, but the User Property could show up in the Issue Navigator to be used in a report.

TEchnically, no. Properties belong to users and you're looking at issues.

However, it's quite easy to write a field that will extract that data, and there's even a field to do it in the "Jira Toolkit" plugin.

However, you need to think about usage. Specifically, which user's properties do you want to appear? (I think you've got an answer for your site, but I don't think the Toolkit field will do it)
